The Effects of the One Big Beautiful Bill (OBBBA) Budget Reconciliation Act on Medicaid, Medicare, and the Affordable Care Act
Learn how the 2025 Budget Reconciliation Act (a/k/a: One Big Beautiful Bill Act of 2025 (OBBBA)) affects: Medicaid; Medicare; and the Affordable Act. Identify the classes or groups of individuals who will be affected by the changes; and the changes in eligibility and coverage health plan beneficiaries will most likely experience. The presenters will address the new federal “community engagement requirement” as a pre-condition to Medicaid enrollment, including: (1) what is required; (2) who is required to perform community engagement; (3) who is exempted from the requirement; and (4) new verification procedures. Presenters will also address changes in the frequency of Medicaid Re-determinations and financial eligibility requirements. Regarding the Medicare, the presenters will address new eligibility rules for certain non-citizens and reduced funding Medicare low income subsidies. Regarding the Affordable Care Act Amendments, the presenters will address changes in ACA enrollment eligibility, proof of eligibility, and enrollment periods.

James Passamano
James Passamano received a Doctor of Jurisprudence degree in 1990 from South Texas College of Law, where he served as a note and comment editor for the South Texas Law Review, received a Master of Law degree from the University of Cambridge in England with honors in 1999, and received a Bachelor of Arts degree in economics from Emory University in Atlanta, Georgia. He has served as a community member since 2010 on the Houston Methodist Hospital Institutional Review Board, which reviews, monitors, and approves human subject research.
Since 2020, James has served on the National Council of Trustees for National Jewish Health in Denver, Colorado, which has been ranked as one of the top two hospitals in pulmonology every year since U.S. News & World Report included this category in its annual Best Hospitals Survey, and among the top organizations funded for research by the NIH. He has also served as a Senior Trial Attorney for the United States Equal Employment Opportunity Commission, a Judicial Clerk for the United States District Court for the Southern District of Texas, and an adjunct professor at South Texas College of Law, Rice University and the University of Houston School of Law.
Beth Sufian
Beth Sufian earned her Doctor of Jurisprudence degree in 1990 from the University of Texas School of Law, Austin, Texas. She received the University of Texas School of Law Victor and Myra Ravel Scholarship in Children’s Rights Law. Beth received a Bachelor of Arts degree in political science from Emory University in Atlanta, Georgia.
Since 2020, Beth has served on the National Council of Trustees for National Jewish Health in Denver, Colorado, which has been ranked as one of the top two hospitals in pulmonology every year since U.S. News & World Report included this category in its annual Best Hospitals Survey, and among the top organizations funded for research by the NIH. She has served as President, Vice President, Treasurer, and Board Member of the United States Adult Cystic Fibrosis Association.
