TCEQ and Air Quality Planning in Houston

This year’s summer luncheon will feature guest speakers from the Texas Commission on Environmental Quality (“TCEQ”), where we will be joined by Terry Salem, Special Counsel, Office of Legal Services, and Donna Huff, Deputy Director, Air Quality Division.

Donna and Terry are significantly involved in the legal, technical, and policy aspects of air quality planning in Texas. The luncheon’s topics will focus primarily on Houston and topics regarding the Clean Air Act’s National Ambient Air Quality Standards (“NAAQS”), including ozone and fine particulate matter, and will also touch on broader air-related topics in Texas.

Donna Huff is currently the Deputy Director of the Air Quality Division at the Texas Commission on Environmental Quality.  The division is responsible for developing revisions to the state implementation plan to meet the National Ambient Air Quality Standards (NAAQS); designing and implementing various control strategies; developing emission inventories, and tracking and assessing air quality for compliance with the Federal Clean Air Act.  The division implements various programs, such as Vehicle Inspection and Maintenance, Transportation and General Conformity, and Tax Relief for Pollution Control. Donna has a Bachelor of Science in Urban and Regional Planning and a Master of Applied Geography with emphasis on resources and environmental studies from Texas State University. She is a veteran of the United States Air Force.

Terry Salem is currently Special Counsel with the Texas Commission on Environmental Quality. With over 30 years of experience in air quality issues, Terry Salem still finds air quality law and policy challenging and fascinating. Her career began with traditional new source permitting, enforcement, and public information act requests. Her focus soon detoured to special projects such as the development of programs to implement the 1990 federal Clean Air Act Amendments, e.g., the vehicle inspection and maintenance and the Title V federal operating permit program. Along the way, Terry also worked on selected hazardous waste issues as well as information technology related issues, such as the development of the federal Cross-Media Electronic Reporting Rule. For the last two decades, Terry’s career has focused on state implementation planning matters as well as significant federal litigation.
